Anti-consorting laws rejected by ACT amid fears it's a bikie 'safe haven'

The ACT government says it will remain the only jurisdiction without anti-consorting legislation, despite warnings weaker laws are making the territory a "safe haven" for outlaw motorcycle gangs.
