Belgium, Rwanda resume diplomatic relations after DRC conflict dispute

BRUSSELS, Sept 22 - Belgium and Rwanda have resumed diplomatic relations 18 months after breaking ties due to a dispute over the conflict in eastern Democratic Republic of Congo.
