NATO Can Do More To Counter Russia's Hybrid Attacks in Europe
Government and intelligence officials in Germany and the UK, among others, say attacks from Russia now occur daily. Because they are small-scale, deniable and rarely lethal, they get filed under the anodyne label “hybrid warfare,” which sounds like a problem to be managed. They’re far more serious than that — and they require a more concerted response.
