The push follows the chaotic collapse of Kanye West's planned performances in St. Petersburg, which left thousands of ticket holders in limbo. The organization has sent its proposals to the State Duma, the Federation Council and the Ministry of Culture. At the center of the package is a simple demand: no ticket sales should begin until an event has full written agreements with the venue, the performer and local authorities. Stricter Rules for Concert Ticket Sales Today, nothing in Russian law blocks promoters from putting tickets on sale before those deals are in place. In St. Petersburg, events expected to draw more than 300 people technically need approval from the city committee on culture, but organizers routinely open sales before that step is completed. The Union wants that gap closed, with the requirement written directly into consumer-protection rules.
