Digital Ruble Launch: Banks Lose Power, Citizens Gain Transparency

Russia is integrating a third form of national currency—the digital ruble—into its financial system starting September 1. This instrument is designed to expand payment capabilities rather than replace existing cash or cashless formats. The transition shifts the architecture of fund storage, reducing the role of commercial banks in holding certain assets and increasing state oversight of public spending. Mechanism and Storage The digital ruble maintains a fixed 1:1 exchange rate with the traditional ruble. Unlike standard bank accounts, these funds are stored on a dedicated platform managed by the Central Bank of Russia (CBR). While users will interact with their wallets through existing commercial bank applications, the accounts themselves are not tied to any specific credit institution. Artem Loginov, macroeconomist: "Transferring funds to the regulator's platform effectively eliminates the risk of losing money if a commercial bank's license is revoked, as the state now directly assumes the obligations to the citizen."
