Labrador town demands help before it will back N.L.-Quebec energy pact

The town council of Happy Valley-Goose Bay, a hub community of about 8,000 people near the mouth of the Churchill River in central Labrador, said in a statement that it needs assistance before it can absorb a large number of workers arriving to build the large construction projects included in the proposal.
