Niger plans West Africa’s third-largest refinery with $1.9 billion project as it targets regional energy hub status

Niger has signed a $1.9 billion agreement to develop a 100,000-barrel-per-day refinery and petrochemical complex in Dosso, advancing the landlocked West African country's ambition to process more of its crude domestically and become a regional energy hub.
