The Incident and Sequence of Events In early July, the tour operator Stadicub organized a stay for a group of children at a four-star hotel in Crimea. During an inspection, regulatory authorities discovered that the property was not listed in the official register of children's camps maintained by the Ministry of Tourism of the Russian Federation. Following the audit, regulators issued a notice of violation regarding the rules for accommodating children in tourist organizations. The administrative proceeding concluded with a fine of 500,000 rubles imposed on the tour operator.
