The fastest way to empower the largest number of South Africans is to have a state that works – text books delivered on time and at a decent price – not one hamstrung by complicated processes that seek to funnel resources to favoured constituencies and create opportunities for corruption, says Ann Bernstein of the Centre for Development and Enterprise.
