After two more fatal ICE shootings, independent oversight is needed

An independent investigation cannot undo what happened in Houston or Biddeford. But it can begin restoring confidence that the federal government is willing to hold itself to the same constitutional, professional and ethical standards expected of every other law enforcement agency.
